Your explanation is correct about the duty of CTG for conducting fair & neutral election in making fair Voter List, Voter ID cards & is the praise worthy good works.
It should be noted that according to the constitution the duty of CTG is to conduct only fair & neutral election within 90days.
Making fair voter list & issuing ID cards to the voters & doing any reforming works are not the function of 90days CTG.
Then
Why has done reforming works Present CTG in election commission in anti corruption commission & in other sections?
Why are making Present CTG fair voter list issuing voter ID cards to the voters??
Why are doing trialing works Present CTG against the corrupted political leaders & others??
Why is continuing the term Present CTG more than 90 days??
Are these works of Present CTG not beyond the Jurisdiction of the Constitution??
Yes Beyond Jurisdiction.
As per constitution it may say that CTG is working beyond its jurisdiction.
But circumstances have changed the situation.
Becauses
The political leaders are totally inefficient for doing these works & rulling the country.
This present CTG is not the according to constitutional normal CTG of 90 days term for conducting fair & neutral election.
This CTG is the CTG formed by the president as results of the demands by the muhajut political party.
This present CTG is formed under the declaration of state emergency by the elected president after long movement heavy street fighting & creating nation wide disaster by our popular politicians for doing all kind of reformation works doing trials all kind of corruptions before conducting fair & neutral election. So according to constitution this Present CTG is the CTG of president's command CTG.
As long as new president is elected by the new parliament this president is the legal president & his CTG is also constitutionally legal & all works done by CTG are legal.
But on demanding by the world around Bangladeshi people works fields of Present CTG are increasing so the present CTG may seek mandate of the people by YES & NO vote system election so that it can be shown to the democratic world that present CTG is fairly democratically mandated by the people to continue its term for completing all reforming trialing works & creating efficient politicians professionals for conducting fair & neutral election to rule the country smoothly.
