Felani: India brutal and callous
কিশোরী ফেলানী হত্যার জন্য তার বাবা দায়ী : ভারতের স্বরাষ্ট্র মন্ত্রণালয়
It was reported in many Bangladesh media, and also in Indian media on 1 September 2015 that the Indian National Human Rights Commission (NHRC) recommended that the govt of India should pay 5 lakh Rupees to the family of Felani. The recommendation by NHRC is an admission of the crime committed by the Indian govt. and secondly, compensation to the victim is a part of justice to the victim as well as a deterrent to govt. lapses in its rule of law. It reminds the aphorism, "Not only must Justice be done; it must also be seen to be done."
But today, 2 September 2015, it was reported that the Indian Home ministry blamed Felani's father for her death, and thus rebuffing and spurning its NHRC recommendation! The Indian govt.'s brutality and callousness know no limit.
India has continued to kill unarmed poor villagers at the border by mindlessly trampling the Geneva Convention on killing of unarmed people. "According to Odhikar statistics, the BSF had killed at least 20 Bangladeshis and injured 29 until May 31 in 2015 along the borders while 1,055 were killed and 948 were injured between January 1, 2000 and May 31, 2015." The BNP did not organise even a small human chain for Felani, when the entire country was furious and grief-stricken. Hasina govt attacked a group, which raised 3 lakh taka for the family of Felani and was led by Sector Commander of freedom war, Wing Comm (Retd) Hamidullah Khan, Bir Bikram. The govt. also banned meetings in the area and hid Felani's father for quite some time (http://dailyalochona.blogspot.co.uk/2011/02/alochona-dead-felani-bigger-threat-to.html). The kangaroo courts in India, even after appeal, passed a 'not guilty' verdict for the accused of Felani murder.
We must fight on for justice not only in Bangladesh, but also in the rest of the world.

বাংলাদেশি কিশোরী ফেলানী হত্যার দায়, তার বাবা নুরুল ইসলামের। ভারতের মানবাধিকার কমিশনের কারণ দর্শানো নোটিশের জবাবে, এক চিঠিতে এ মন্তব্য করেছে, দেশটির স্বরাষ্ট্র মন্ত্রণালয়।
এতে বলা হয়, ওই কিশোরীকে মৃত্যু মুখে ঠেলে দিতে অবৈধ উপায়ে ভারত থেকে বেরুনোর চেষ্টা করেন তার বাবা। তবে, বাংলাদেশের জাতীয় মানবাধিকার কমিশন বলছে, ভারতের স্বরাষ্ট্র মন্ত্রণালয়ের এমন বক্তব্য গ্রহণযোগ্য নয়।
২০১১ সালের ৭ জানুয়ারি কুড়িগ্রামে বাংলাদেশ ভারত- সীমান্তে বিএসএফ সদস্য অমিয় ঘোষের গুলিতে নিহত হন ফেলানী খাতুন। এরপর বিএসএফ আদালতে অমিয় ঘোষের বিরুদ্ধে বিচারে ২০১৩ সালে অমিয় ঘোষকে নির্দোষ বলে রায় দেন। রায় পুনর্বিবেচনার জন্য বিএসএফ আদালতে সংস্থাটির মহাপরিচালক আদালতে আবেদন করেন। ২০১৫ সালেও তাকে নির্দোষ বলে রায় দেন বিএসএফ আদালত।
যদিও আদালতে অমিয় ঘোষ ফেলানীকে গুলি করে হত্যার কথা স্বীকার করে। পরবর্তীতে এবছরের জুলাই মাসে ভারতীয় মানবাধিকার সংস্থা সুরক্ষা মঞ্চ দেশটির সুপ্রিম কোর্টে একটি রিট দায়ের করে। ৬ অক্টোবর এই রিটের শুনানির তারিখ ধার্য রয়েছে।
এরই মধ্যে ভারতের জাতীয় মানবাধিকার কমিশন ফেলানির পরিবারকে ক্ষতিপূরণ দেয়ার বিষয়ে দেশটির সরকারকে কারণ দর্শানোর নোটিশ দেয়। এই নোটিশ দেয়ার প্রেক্ষিতে দেশটির স্বরাষ্ট্র মন্ত্রণালয় ভারতের মানবাধিকার কমিশনকে জানায়, ফেলানীর হত্যার জন্য দার বাবা নুরুল ইসলাম দায়ি। কারণ, ফেলানী ও তার পরবিবার ভারতে অবৈধভাবে বসবাস করছিল এবং দালালদের মাধ্যমে তারা বাংলাদেশে আসার চেষ্টা করছিল। একারণে ফেলানীর বাবা তাকে চাপ দিয়েছে মই ব্যবহার করে অবৈধভাবে বাংলাদেশে আসার জন্য ।
তবে ভারতের জাতীয় মানবাধিকার কমিশন বলছে, বিএসএফ সদরদপ্তরের জারি করা হয়েছিল কেউ প্ররোচিত করলেও সীমান্তএলাকায় নিরস্ত্র মহিলা বা শিশুদের সশস্ত্র অপরাধী থেকে পৃথক করতে হবে। কিন্তু অমিয় ঘোষ এই সার্কুলার অবজ্ঞা করেছে। এছাড়া কোন নিরস্ত্র মহিলা বা শিশুকে এভাবে হত্যা করার কোন যৌক্তিকতা থাকতে পারেনা বলেও মনে করে ভারতীয় মানবাধিকার কমিশন।
